Thirty-three records carry documented Tier 1/2 emerging-manager activity; 117 are clearly labeled mandate or watchlist leads requiring fresh verification. No row implies personal signing authority or an undisclosed cheque.

Who is allocating to emerging managers—and what counts as proof

Emerging-manager allocation is often private and definitions vary. We therefore required public professional-role evidence plus a named Fund I–III commitment, first-check or anchor relationship, official emerging-manager program, or an explicit current mandate. Generic venture or private-equity activity did not qualify by itself.

The fixed research window is August 18, 2023 through August 18, 2026. Tier 1 carries the strongest qualifying commitment or program evidence. Tier 2 covers explicit current mandates or one material public-evidence limitation. Tier 3 is a watchlist-grade lead that requires fresh verification and is never used to imply a disclosed cheque or personal approval.
